Herculano Cavalcanti Bandeira de Mello was een zoon van de kolonel Herculano Francisco Bandeira de Mello en Dona Ana Joaquina Cavalcanti de Albequeque. Hij werd geboren op 23-03-1850 in Nazaré da Mata Pernambuco. Deze mensen waren de suikerplantage-eigenaren, de Senhores de Engenho (de afstammelingen van de vroege kolonisten van Noordoost-Brazilië, die zich vestigden in de landelijke delen van Noordoost-kust, suiker produceerden en het land bezetten).

Herculano Cavalcanti Bandeira de Mello was a son of Colonel Herculano Francisco Bandeira de Mello and Dona Ana Joaquina Cavalcanti de Albequeque. He was born on 23-03-1850 in Nazaré da Mata Pernambuco. These people were the sugar plantation owners, the Senhores de Engenho (the descendants of the early settlers of Northeast Brazil, who established themselves in the rural parts of coastal Northeast, producing sugar and occupying the land).

Herculano studied Legal and Social Sciences in Recife

Herculano Bandeira de Mello was the 15th governor of Pernambuco after the proclamation of the republic.

Foi deputado provincial e vereador ainda durante o período imperial. Após a Proclamação da República foi deputado federal durante três legislaturas e senador de 1901 a 1908



Herculano Bandeira werd Gouverneur van Pernambuco in 1908. Echter, in 1910, met de overwinning van Maarschalk Hermes da Fonseca als president van de Republiek (1910-1914), koos de oppositie in Pernambuco Dantas Barreto om te concurreren voor de functie van gouverneur. Op 05-11-1911 waren er verkiezingen die deze uiteindelijk zouden winnen.

Herculano Bandeira became Governor of Pernambuco in 1908. However, in 1910, with the victory of Marshal Hermes da Fonseca as President of the Republic (1910-1914), the opposition in Pernambuco chose Dantas Barreto to compete for the position of governor. There were elections on November 5, 1911 that Barreto would eventually win.
